After narrowing down opportunities based on environmental and operational constraints, the team recommended raising berms within existing park space, placing oyster beds and marsh planting in shallows to limit wave run-up, and providing financial incentives for residents who implement storm water management tactics on their lots, enabling a total of 12,000 acres to be developed in the near term.
