GSA, FBI San Juan Field Office Design-Build RFP Development

CRTKL provided comprehensive architecture and engineering consulting services in support of GSA to prepare the Design-Build construction solicitation RFP for a new, FBI field office complex located on an existing 27-acre existing federal campus. The RFP includes the design and construction of a stand-alone administrative office building, a technical services annex for vehicle maintenance, a stand-alone Visitor Screening building, and as a new Federal site entrance facility equipped with car and truck screening areas. The FBI’s goals for this project included consolidating operations from several existing locations into a single cost-effective facility, integrating energy-efficient building systems and meeting their long-term mission requirements.
The building includes training centers and other assembly spaces, vehicle maintenance and inspection shops, storage, warehouse and support spaces. The project also included comprehensive site planning to cover and visually screen FBI vehicle parking within the protected perimeter. CRTKL incorporated the design of Anti-Terrorism and Force Protection (AT/FP) measures for both the 6-acre site for the FBI Field Office and for the greater Federal Site that integrated required stand-off and access control. The concept civil site design required extensive re-planning and renovation of the larger Federal site, including storm water management and erosion control, to accommodate the requisite vehicular circulation and parking.
The goal was to not only to perform value engineering, but also to ensure that the FBI’s own unique program-driven mission requirements were met in compliance with GSA standards. The CRTKL team prepared a local market study and established cost estimates and schedules to keep the project on target for a successful bidding process. CRTKL led value engineering sessions with FBI and GSA stakeholders and developed the programming and planning criteria that were reviewed and approved by all participants.
